Unincorporated Orange County requires an OC Parks Permit before any organized public gathering, including parades, exceeds a park or beach's designated capacity limit.
The Director shall designate the areas in each park or beach wherein special events may be held and shall determine the capacity limits for those areas. "Special Events" are organized public gatherings or activities... that exceed the capacity of the designated areas...
