Parade shall mean a parade, procession, march, pageant, review, ceremony rally or exhibition which is conducted in, on, upon or along any portion of any public street, sidewalk, or other public property owned or controlled by the City, so as to impede, obstruct, impair or interfere with the free use of such public street, sidewalk, or other public property of the City. ... Under Sec. 2-10-804, no one may conduct a parade on an Irvine street, sidewalk, or other City property without a special event permit issued by the Administrative Authority (the Director of Public Safety or a designee) before the event starts, and the permit cannot be transferred to another location or permittee. Sec. 2-10-805 sets parade-specific filing deadlines that override the general major/minor/miscellaneous timelines: at least one week's notice if the parade uses a street or draws more than 50 participants, and three days' notice for a smaller sidewalk parade.

The application must list the assembly point, route, whether the parade will occupy all or part of the streets traversed, spacing between units, and the number, type, and maximum size of floats and signs (Sec. 2-10-807(B)). Unlike other special events, parade permittees are exempt from the liability-insurance requirement of Sec. 2-10-813, though they must still clean up or pay the City's cleanup costs for the route (Sec. 2-10-811) and prepay estimated traffic-control fees under Sec. 2-10-810. 2-10-816). A permit may be denied or conditioned if a conflicting event is already scheduled at the same time and place, the route would substantially disrupt traffic or block emergency access, or timing would disrupt a nearby school, hospital, or fire station.
