The Chief of Police must issue the permit once four findings are met: the parade will not substantially interrupt safe traffic flow, will not unreasonably interfere with fire, police, or ambulance access, does not conflict with another permit already issued for the same time and place, and the route and assembly areas can physically hold the expected crowd. A denial or a later revocation under Section 14.24.070, triggered by a permit violation or changed circumstances, can be appealed to the City Manager under Section 14.24.050, and a final decision is reviewable through administrative mandamus under Code of Civil Procedure Section 1094.8.
