Summary

Unincorporated Orange County requires an OC Parks Permit before any organized public gathering, including parades, exceeds a park or beach's designated capacity limit.

City-specific rules exist: Costa Mesa, Irvine, Santa Ana, Newport Beach, Garden Grove, Mission Viejo, Fullerton, Huntington Beach, Orange, and Anaheim have their own parade permits rules that differ from Orange County's county-level regulations. If you live in one of those cities, check the city-specific page instead.

The Director shall designate the areas in each park or beach wherein special events may be held and shall determine the capacity limits for those areas. "Special Events" are organized public gatherings or activities... that exceed the capacity of the designated areas... No person shall cause a "Special Event" to occur in any park or beach without first obtaining an Orange County Parks Permit.

Full Breakdown

Under Orange County Codified Ordinances Section 2-5-25, the Parks Director sets capacity limits for each county park or beach; any organized public or private gathering that exceeds that limit is a 'Special Event' and cannot occur without an Orange County Parks Permit. Permit conditions can require security staff, portable toilets once attendance tops 500, litter cleanup, sound-level control, and first aid coverage. The rule caps out at 10,000 attendees: gatherings above that size fall under separate Board of Supervisors rules. This applies only to County-operated parks and beaches in unincorporated Orange County, not to city streets or venues inside Anaheim, Irvine, or the county's other 34 cities.

Violations & Fines

Holding an unpermitted Special Event in a county park or beach is a code violation; the Director can deny, condition or revoke the permit and evict violators from the facility.

Frequently Asked Questions

Does this permit apply to parades in cities like Anaheim or Irvine?
No. Section 2-5-25 only covers county-operated parks and beaches in unincorporated Orange County; incorporated cities set their own parade and special-event permit rules.
What triggers the portable-toilet requirement?
Any special event expecting more than 500 attendees must provide enough portable sanitary toilets, per subsection (b)(2) of the ordinance.
Is there a size limit on this permit requirement?
Yes, subsection (c) exempts gatherings over 10,000 people; those are instead handled under separate rules the Board of Supervisors adopts by resolution.
