Article II, Section 8 of the Passaic County Park Property Ordinance covers group activity on county park land in one sentence: no person or group may conduct a public meeting or gathering, stage any entertainment, preach or harangue, or move in parade or procession on park premises without prior written permission from the County. Because the ordinance applies to "all the Park Property, golf course, facilities, parks, parkways, and playgrounds which are owned, leased, maintained or otherwise under the control of the County of Passaic" (Art.

I, Section 1(b)), this permit requirement follows any county park, parkway or playground in the system, not just one flagship site. Article I, Section 1(a)(5) confirms the permit mechanism generally: an act that would otherwise violate the ordinance is lawful when done under a permit issued by the County or its designated representative. Article II, Section 45 adds that the County may promulgate regulations governing how such written permission is granted, and violations of those regulations are themselves treated as violations of the ordinance. Article II, Section 24 separately requires that any permitted picnic party, assemblage or entertainment occupy only the grounds the County designates for it, and remain under county supervision.
