Victorville, CA Special Events & Permits: Parade Permits (2026)

010 requires anyone who wants to hold, conduct, participate in or carry on a parade, march or procession on a Victorville street, or play a drum, gong, triangle, tambourine or wind or stringed instrument on a street, to first obtain a written permit from the city engineer. The application must include a route map, the date and starting time and length of the event, the names and addresses of the organizers, the purpose of the event and the expected number of participants. If the parade will close or block any street, sidewalk or intersection, the application goes to the public works department for a traffic-control cost estimate and to the Victorville station of the San Bernardino County sheriff's department for a public-safety cost estimate.

Closures of a major arterial or greater go to the traffic advisory committee, which decides whether the event benefits the community and recommends a decision to the city engineer; the engineer may also refer lesser arterial closures to that committee. 020 requires payment of a permit issuance fee once the application is approved. 030 waives that fee for qualifying nonprofit organizations, the San Bernardino County Fair Association's parades during the annual fair, and the Victorville Chamber of Commerce's annual holiday parade. 040 requires most applicants to sign a cost-reimbursement agreement and pay a deposit of half the estimated city costs upfront, with the balance billed after the event; the Chamber's holiday parade is exempt from that reimbursement duty.
