A.General Parades or Special Events. Chino Municipal Code § 10.64.030(A) bars engaging in, participating in, or carrying on any parade on a public street, sidewalk, alley, or park without a permit from the parade and special events committee (PSEC). 'Parade' is defined at § 10.64.020 as any procession, march, ceremony, show, exhibition, pageant, or similar display on or infringing a public right-of-way. Under § 10.64.090(A), the city must find the parade won't substantially interrupt traffic, won't require diverting so many officers as to hurt normal police protection, won't threaten fire/police/ambulance access to assembly areas, isn't reasonably likely to cause injury or provoke disorder, will move without unreasonable delay, and isn't held solely to advertise a business. Applications are due 60 days ahead and require insurance. Adopted by Ord. No. 2017-001, § 2, 2017.
