080 lets the director of recreation and parks reserve designated park areas and facilities. A facility reservation applies when the group is 300 people or fewer, the event is not open to the general public, and it doesn't require amplified speech, amplified music, alcohol sales/consumption or other special permits; applications must be filed with the director not less than two working days nor more than 120 days before the event. 090 requires a special events permit instead, filed not less than 15 working days nor more than 365 days ahead; the 15-day minimum cannot be waived by the director except when the applicant voluntarily gives up appeal rights.
