03 lists the rules that apply to everyone in a Cedar Rapids public park, and several of them function as the City's park-use permitting system. Subsection (j) is the specific rule for organized sports: any organization wanting to use the ball grounds or another sports area must first secure a permit from the Parks Director. Subsection (g) covers the broader category of paid or organized activity: no services, merchandise, business of any kind, or entertainment may be offered in a park without the Parks Director's permission first.
