Organized events in Charlotte's public parks require a permit from Mecklenburg County Park and Recreation or the City of Charlotte, depending on the park. Events with food vendors require coordination with Mecklenburg County Environmental Health at least 15 days in advance. Events with more than 3,000 expected attendees must apply at least 90 days in advance.
Charlotte-Mecklenburg parks are managed by Mecklenburg County Park and Recreation (for county parks) and the City of Charlotte (for city-owned facilities). Organized events, gatherings with commercial activity, and events with amplified sound or alcohol require permits from the appropriate authority. Small private gatherings (picnics, birthday parties) at reservable shelters may only require a standard shelter reservation. Larger events with vendors, structures, entertainment, or commercial activity require a special event permit. Events with food vendors must submit vendor applications to Mecklenburg County Environmental Health at least 15 days prior to the event. Alcohol service at park events requires appropriate NC ABC permits. Events expected to host more than 3,000 attendees must submit applications at least 90 days in advance. The permit application requires details about the event layout, expected attendance, parking plan, and waste management. Liability insurance is required for most organized events. Additional permits may be required from other agencies including CMPD (for security), Charlotte Fire Department (for fire safety with tents, cooking, or pyrotechnics), and CDOT (if the event affects adjacent streets). Charlotte Code of Ordinances Chapter 19, Article XI addresses public assemblies in parks and public spaces.
Holding an unpermitted event in a Charlotte park can result in the event being shut down, trespassing citations, and fines. Damage to park property will be billed to the event organizer. Operating food service without proper Mecklenburg County Environmental Health permits can result in food vendor permit revocation and fines.
