Charlotte, NC Animal Ordinances: Veterinary Clinic Zoning (2026)

The Unified Development Ordinance defines Animal Care Facility as an establishment which provides care for domestic animals, including veterinary offices for the treatment of animals, where animals may be boarded during their convalescence, pet grooming facilities, animal training centers and clubs, and pet boarding facilities, so a standalone veterinary clinic in Charlotte is zoned and regulated under this single use category rather than its own. J sets five prescribed conditions. Where an animal care facility abuts a residential use or a vacant parcel in a Neighborhood 1 or Neighborhood 2 zoning district, any exterior exercise area has to sit at least 200 feet from that lot line.

Exterior pens, runs, training areas, and exercise areas must all be located to the side or rear of the building, never the front, and every exterior exercise area has to be completely fenced. Overnight boarding, meaning any animal staying at the clinic past close of business, has to happen entirely indoors; there's no allowance for outdoor overnight kennels or runs. The tightest condition applies inside Neighborhood 1 and Neighborhood 2 districts themselves: there, an animal care facility, including a veterinary office, is only permitted as a Neighborhood Commercial Establishment with no outdoor component at all, per the prescribed conditions written for that use, so a vet clinic wanting to locate in one of Charlotte's lowest-intensity residential place types cannot offer any outdoor run, kennel, or exercise yard.

The Global Use Matrix in Table 15-1 marks Animal Care Facility "PC," permitted with conditions, in most zoning districts citywide, meaning no rezoning is required as long as these siting standards are met.
