14-A requires a registration form before any authorized use of parks, recreation areas or the City Hall environs. The form must list the sponsoring organization's name, address and phone number, the principal contact, the site, dates and times requested, the expected crowd size, planned equipment, whether fires or cooking will occur, use of amplification, use of the public ways, presence of vendors and any planned entertainment. Requesters must apply at least 14 days ahead of the event date, though unfolding political events can shorten that window.

Before a permit issues, the coordinating city agency must secure sign-off from the police, fire, inspectional services and public works departments, and, where the event calls for it, the licensing commission and the traffic and parking commission. No permit guarantees exclusive use of a site, and the city sizes an event by the fire chief's read on the location's capacity and the police chief's read on traffic and access. Sponsors are responsible for cleaning the site afterward; if they do not, the department of public works may clean up and bill the sponsor for its actual cost. on a Saturday or Sunday, or in conflict with the noise ordinance now codified at Section 16-99.
