Chelsea, MA Special Events & Permits: Sidewalk Dining & Cafés (2026)

Chelsea licenses outdoor cafe and dining areas, defined as portions of an existing retail food establishment that extend onto the adjacent public right-of-way, exclusively through the Licensing Commission under section 14-91. A permit issues only where the city's zoning ordinance authorizes an outdoor cafe at that location, and the applicant pays a non-refundable application fee and works with the Planning and Development Department on layout. The permit authorizes food and beverage service only; any other business activity in the outdoor area is prohibited. Operators must keep a minimum five-foot-wide clear path of travel free of A-frames, portable signs or other obstructions, measured from the enclosure's outside edge to the nearest building facade or curb, and must set the cafe back five feet from bus stops, handicapped parking, fire hydrants, crosswalks and commercial loading zones.

The enclosure separating the cafe from the clear path must stand between 30 and 42 inches high and be cane-detectable for visually impaired pedestrians. Umbrellas need at least seven feet of clearance above the sidewalk and cannot sit within 25 feet of a stop sign or intersection. Paper products and plastic cutlery are barred, smoking and vaping are prohibited within the cafe, and animals other than registered service animals may not enter. All furniture must be stacked and secured immediately after each day's operating hours end, since the cafe may run only during the restaurant's general business hours.
