Revere, MA Special Events & Permits: Sidewalk Dining & Cafés (2026)

310 of the Revere Municipal Code regulates non-fast-food restaurants citywide, and subsection B specifically addresses outdoor dining in the public way. Food and alcoholic beverages cannot be served outside a restaurant's licensed premises without written approval from the License Commission expanding that license's premises to cover the outdoor area. Every outdoor dining area placed in the public way, meaning a sidewalk, street furniture zone or similar city-owned space in front of the restaurant, must comply with all applicable state and municipal codes as well as the Americans with Disabilities Act.

In the RC, RC1, NB and GB1 districts, where a restaurant operates under a special permit, outdoor dining in the public way is only allowed on the conditions the city council wrote into that establishment's special permit, so the zoning permit itself can restrict or expand what a given sidewalk cafe may do. Before the License Commission can expand any license, the site plan review committee reviews the outdoor dining application and issues a recommendation on conformance; License Commission approval follows only after that review.

Subsection C attaches standard licensing conditions to every license or permit issued under the title, including compliance with state law and city ordinances, revocability at the issuing authority's discretion, and an indemnification obligation running from the licensee to the city for damages tied to the licensed work.
