Columbia, SC Special Events & Permits: Park Event Permits (2026)

Sec. 15-2(a), rooted in the 1979 Code (§ 2-2053) and most recently amended by Ord. No. 2025-090, requires a permit before any person, group, association or organization uses a park or recreational facility for 25 individuals or more, or holds an activity for which it could be reasonably assumed that 25 or more persons might gather, including any festival, defined as a program of festive activities, cultural events or entertainment open to the general public. Subsection (b) lists what the application must include: contact information for the applicant, sponsor, and person responsible for conduct of the event; a description; requested day, hours and facility; expected attendance; and liability insurance information.

The city's rental table sets tiered deadlines by event type: major festivals and events over 1,000 people need 90 days' notice and can book up to 18 months out; private or public gatherings need 60 days; neighborhood gatherings, block parties, and walks need 30 days. Subsection (c) lets the director deny or condition a permit for nine listed reasons, including interference with other park users, anticipated violence or disorderly conduct, inadequate parking or sanitation, likely property damage, an already-reserved time slot, unpaid fees, or a prior permit violation within the last 12 months, and gives priority to applicants who have not held a permit for that facility in the prior year.

Subsection (e) gives a denied applicant two days to appeal in writing to the city manager, who must rule within two days, and subsection (g) lets the director revoke a permit for violating any applicable rule, ordinance, or permit condition.
