04, adopted by Ord. 2021-1 on January 19, 2021, governs picnic areas and structures in county parks operated by the Department of Parks and Recreation. The section bars any person from using a picnic area, building, or structure to the exclusion of other park visitors unless that person first obtains a reservation permit from the Department. Groups planning a birthday party, reunion, corporate outing, or similar gathering that would tie up a shelter or pavilion need to secure that permit in advance rather than simply showing up and claiming the space.

Even permit holders cannot occupy picnic areas or facilities for an unreasonable length of time when the facilities are crowded with other park users, and the section separately bars loitering outright. 04 makes clear that any event expecting to hold a picnic space for an extended period, or to exclude the general public from it, needs the Department's advance sign-off. 99, the same chapter-wide penalty: up to $2,500 for a first offense and up to $7,500 for each repeat offense, with each day of a continuing violation counted separately.
