040 sets the reservation procedure for county park facilities. A person applies through the park caretaker or the Parks Department office, and every application is subject to the department's current rules, regulations, policies, and posted fee schedule. Reservations are handled first come, first served, though some facilities are not available for reservation at all and are marked as such on a posted map at the facility and the department office. No reservation is guaranteed or in effect until the department has received the appropriate fee, all required permits are secured, and every applicable department requirement has been met; once confirmed, the reserved area is off-limits to other park users for that period, and no equipment in the reserved space can be moved or removed that day.

unless the reservation agreement says otherwise, and the group must vacate the facility entirely by midnight. Religious services and group rallies need the director's advance permission, loudspeakers require prior written approval, and no live band or musical group can perform without written approval from the Board or the director. The department can also require an added damage deposit, plus health, safety, or law enforcement coverage at the applicant's expense, when the director or Board finds reasonable cause, and can charge mandatory cleanup fees if a group leaves the facility in unsatisfactory condition.

Reservation holders must carry public liability insurance of at least $1,000,000 per occurrence when the director requires it, with a certificate provided before the event.
