A special event or outdoor market...shall be allowed in a City park subject to compliance with each and all of the following regulations: 1. Temporary use permit required. No person shall operate a special event in a City park without first obtaining a temporary use permit from the City Clerk's Office. 2. Reservable park amenity reservation required. Where a special event is occurring at, utilizing, or would impede the typical use of a reservable park amenity, the organizer of the special event shall be required to reserve such amenity and all reservation fees shall apply.
