Chapter 63 of Milwaukee's own Code of Ordinances governs city parks and parkways, but the code defines the enforcing 'director' as the Milwaukee County director of parks, recreation and culture: the county department that operates city parks under a joint city-county arrangement. Under 63-7, that director may grant, at their discretion, a permit for exclusive use of a picnic or play area for a specified date or time. Once granted, no one may disturb or interfere with the permitted party or with any of their equipment or property. Any Chapter 63 violation, including interference with a permitted event, draws a forfeiture of $25 to $500 plus prosecution costs, or up to 10 days in the house of correction if the forfeiture goes unpaid.
