Section 66-57 sets the issuance standards: the director must find the activity won't unreasonably interfere with public enjoyment of the park, won't threaten public health, welfare, or safety, isn't reasonably anticipated to incite violence or disorder, won't create unusual expense or police burden for the city, and that the requested time slot hasn't already been reserved.
