The Director shall designate the areas in each park or beach wherein special events may be held and shall determine the capacity limits for those areas. "Special Events" are organized public gatherings or activities, whether non-profit or for profit, or organized private gatherings or activities that exceed the capacity of the designated areas; private gatherings within the capacity of the designated areas shall not constitute "Special Events." No person shall cause a "Special Event" to occur in any park or beach without first obtaining an Orange County Parks Permit.
