Medina, OH Special Events & Permits: Sidewalk Dining & Cafés (2026)

Medina's Zoning Code lists "Outdoor dining facilities" among the conditionally permitted uses regulated by § 1153.04(a)(28). A restaurant that wants a patio or sidewalk seating area must secure a Conditional Zoning Certificate through Chapter 1153, not just a routine zoning certificate. The application goes to the Planning Director on the city's standard form with the fee set under Chapter 1108, and the Planning Commission must hold a public hearing with notice mailed to adjoining property owners and published in a newspaper of general circulation at least ten days beforehand (§ 1153.02(d)). Once a complete application reaches the Commission, it has forty-five days after its initial meeting to approve, approve with conditions, or deny the request (§ 1153.02(c)).

The substantive standards in § 1153.04(a)(28) control how the outdoor dining area operates once approved. Alcohol may be poured outside only between 11:00 a.m. and midnight on weekdays and until 1:00 a.m. on weekends, and always alongside food service. The seating area must be buffered from neighboring residential uses with opaque landscaping or fencing that blocks sight and sound, and it cannot sit inside the property's minimum building setback. Live music, loudspeakers, microphones, or organized outdoor games are prohibited outright. A conditional zoning certificate lapses after one year if no new construction is involved, or two years if it comes with a building addition, under § 1153.02(g).
