519(B) requires every outdoor dining proposal to be approved by the zoning official, and a master outdoor dining plan for the whole property must be approved before any individual tenant's outdoor area can move forward; applicants must submit a parking analysis, a detailed seating plan, architectural feature and amenity details, and a narrative summary of improvements. Under the standards in (C), an ADA-compliant aisle must stay clear to the restaurant door and along the shopping center frontage (C)(1), and all kitchen equipment, bus stations, remote menu computers, and refuse containers must remain inside the primary dining room rather than the outdoor area (C)(2).

The dining area itself must sit on private property, be authorized by both the property owner and the tenant, and be adjacent to the indoor restaurant (C)(3). Sound systems or amplified music are barred unless the owner can prove to the zoning official that they will not interfere with neighboring properties, with the burden of proof placed squarely on the establishment (C)(4). Any outdoor area over 50 square feet counts as additional customer service area and triggers its own parking requirement (C)(5), and it must be screened from residential property, screened and buffered from adjacent commercial uses and parking lots, and designed to prevent light spillover (C)(6).
