020(E) is the permit gate for restaurant patios and sidewalk cafes. 100, plus any other required entitlement such as minor design review, before tables go outside, and the use is barred from residential zones altogether. The approving authority can only issue that site development review approval if the seating layout leaves a continuous pedestrian path of travel at least four feet wide without blocking fire, pedestrian, or wheelchair access; doesn't interfere with utility workers' or the city's access to meters, fire hydrants, or other street hardware; and keeps sight lines to authorized traffic devices clear.
