Apple Valley, CA Special Events & Permits: Street Fair Rules (2026)

Section 9.21.110 of the Special Events Permits chapter, titled Parking Lot and Sidewalk Sales, opens by confining the use to five commercial zones, the C-L, C-G, C-S, C-R and C-V districts, each requiring its own Special Event Permit under the standards in Sections 9.21.030 and 9.21.040. Subsection A caps a grand-opening sale at seven days and any other promotional sale at three days, and limits a business to four such promotional events per calendar year. Subsection B carves out seasonal or holiday merchandise, giving Christmas tree lots, pumpkin patches and similar sales up to forty-five days per event but only two events per year, and requires that the display area sit within a shopping center or a commercially zoned vacant lot, be fenced, and not impede parking-lot circulation if placed inside a parking area.

The remaining subsections add operating conditions: the business owner needs the property owner's written authorization and a Town of Apple Valley business license under subsection C; the sale cannot obstruct a building entrance or exit or required parking except where subsection B applies; it cannot interfere with pedestrian or vehicular traffic flow; and no displayed item, or any portion of one, can sit in the public right-of-way or a required parking space, again except under the seasonal-merchandise carve-out.
