Coeur d'Alene, ID Special Events & Permits: Street Fair Rules (2026)

Vendors at a Coeur d'Alene festival, street fair or similar event are handled in Chapter 5.75 of the Coeur d'Alene Municipal Code, which the Coeur d'Alene City Council built around the permit for the event itself. Under section 5.75.030(A)(4), a vendor does not need an individual concession permit if the concession is included as part of a special event that has a city permit covering concessions. The exception applies only for the duration and at the location of the special event. Step outside either limit and the ordinary permit requirement returns. A second exception, section 5.75.030(A)(5), covers a limited duration private special event where the vendor has been invited or hired to cater a family or neighborhood party or other similar event, provided the vendor does not remain at the location longer than the duration of the event.

Event participation also opens doors the code closes elsewhere. Mobile food carts and mobile retail concessions can operate on city streets only when the vendor operates as part of a special event under a permit issued by the city to another entity, and only at approved locations from sunrise until sunset of each day, or at such other times as the permit designates (section 5.75.050). The nonresidential zone requirement in section 5.75.040 also yields when a vendor operates as part of a special event under a permit the city issued to another entity. Concessions operated by sponsors of activities or events in a city park must comply with chapter 5.75 and with subsection 4.30.020D of the code.

Large events face a separate permit. Chapter 5.44 requires a City permit for an outdoor entertainment, amusement or assembly of persons on private property that is expected to attract five hundred (500) or more persons. The application goes to the City Clerk at least forty (40) days before the event, and the clerk gives written notice of the decision no later than fifteen (15) days before it. A denial or approval with conditions can be appealed in writing to the Appeal Hearing Officer within forty eight (48) hours, excluding weekends and holidays. A permit covers one day, and consecutive days at the same location cannot exceed four (4) days in total. Panhandle Health District approval is required, and concessions at the event must comply with chapter 5.75.
