Concord, NC Special Events & Permits: Street Fair Rules (2026)

Section 50-252(d)(11) requires a festival's parade/assembly permit application to state whether alcohol will be served, live music offered, or retail sales stations provided, plus the number and location of each alcohol stand, music stage and retail stand. 00 in both comprehensive general liability and liquor liability coverage, with the city named as an insured; the festival must be sponsored or co-sponsored by the city; the vendor must hold a North Carolina Alcoholic Beverage Control Board license or have completed the North Carolina Alcohol Law Enforcement Agency's BARS School; the sales area must sit within specific downtown rights-of-way, Union Street South between Cabarrus Avenue West and Corban Avenue Southwest, Means Avenue Southeast between Church Street and Union Street, Barbrick Avenue Southwest between Union Street and Spring Street, contiguous unroofed public vehicular areas, or the Bicentennial Parking Lot; the alcohol area must be clearly demarcated from the rest of the festival; and the applicant must be able to pay for the extra city support services the event requires and agree to do so.

These conditions layer on top of the general parade/public assembly permitting process in §§ 50-252 through 50-258, so a street fair vendor plan is reviewed alongside the underlying event permit, not as a separate license.
