Under Sec. 62-288, no person may hold or engage in a special event or parade, a term covering any street fair, festival, or vendor gathering that closes a street, erects booths, tents or stages, or substantially interferes with public use of a street, sidewalk or public place, without a permit issued by the events committee or city commission. One-time events require an application filed at least 30 and up to 180 days ahead (Sec. 62-290); recurring events need 60 days' notice. A staff committee covering recreation, police, fire, parking and development services reviews 21 listed criteria, and permittees must indemnify the city and carry liability insurance (Sec. 62-292).
