Corpus Christi, TX Special Events & Permits: Street Fair Rules (2026)

Corpus Christi Code of Ordinances Sec. 38-19(c) governs vending at street fairs and festivals under the heading "Special event vending." Any vendor or mobile food vendor working an organized community or festival event, or a parade authorized under a city council agreement or special permit, or held on public parks, beaches, or premises administered by the parks and recreation department, must still obtain the general vending permit required under Chapter 38. The ordinance names Buccaneer Days, the Texas Jazz Festival, and Beach to Bay as examples of the events that trigger the rule, and it warns that vendors and mobile food vendors must adhere to whatever special requirements the event's special event permit imposes, even where those requirements diverge from the standard citywide vending rules in Sec. 38-16 through Sec. 38-24.

The underlying vendor permit, required under Sec. 38-5, is issued by the city manager or designee on a sworn application and must be worn or displayed so it is visible to the public and to law enforcement. Under Sec. 38-9, the permit runs for one year, costs $120 (mobile food vendors are billed instead under Sec. 19-33), and requires a separate $10 identification card for anyone doing home solicitation as part of the business. Each vending unit and each distinct business location needs its own permit.

Event organizers pay separately for the special event permit itself: the parks and recreation fee schedule sets a nonrefundable $50 application fee, then $100 for a small event (0-500 attendees), $200 for a medium event (500-1,000), and $400 for a large event (over 1,000), each with a matching cleanup deposit of $1,000, $2,000, or $4,000. Vendor site fees at city-run venues such as Cole Park ($350/month) and Gulf beach fixed sites ($225/month) are billed on top of the base vending permit.
