5-2. 5-3(c), the application window runs from one year before the event down to a hard floor: 20 business days for block parties, 45 business days for other events, and 60 business days for events serving alcohol or booked at the Civic Center Park/Washington Park venue. 5-1 plus a deposit covering expected City services such as police and Poudre Fire Authority support; any balance owed after the event is due within 30 days of the final invoice. 5-6. 5-7 lists the only lawful grounds for denial: false information, a conflicting event already booked nearby, a missing traffic safety plan, a public-safety risk, a strain on City staffing, interference with scheduled construction, disruption of a nearby school in session, use of hazardous materials, or a code violation.
