Full Breakdown
Franklin Municipal Code § 16-502(7) defines a "special event" to include block parties, festivals, celebrations, carnivals, and fairs held on public or private property in the city. Organizers must get a permit from the city administrator or, for gatherings of 500 or more people, from the board of mayor and aldermen, under § 16-503. First-time or relocated events need an application at least 120 days out; recurring events need 90 to 364 days. Applicants must show the event won't unduly disrupt traffic, overwhelm police and fire protection, or interfere with nearby institutions, and pay a permit review fee plus any city personnel overtime costs.
Violations & Fines
Organizing, promoting, or participating in an unpermitted street fair or festival, or violating a permit's conditions, is unlawful under § 16-503 and can lead to permit denial or revocation.
