That exemption covers the license fee only, not vendor permitting. 024 requires any food cart or food truck operator working an event on public property, including City-owned land, parks, or rights-of-way, to first get a special event permit through the Parks and Recreation Department. The operator files a written application on the Department's form with the fee set by the Consolidated Fee Schedule, plus, at least ten business days before the event, a list of every participating food cart or truck vendor and a site plan showing the event location, date and time, applicant's contact information, vendor placement and dimensions, adjacent buildings and streets, and the parking layout.

An event organizer may obtain one permit covering every truck servicing the event, but each vendor still needs an individual Layton business license, and the permit itself is capped at six months from approval. Any change in vendor location or count requires a revised site plan approved by the Community and Economic Development Director. 023 does not require a special event permit for a food truck event held entirely on private property, even one open to the public, and a food truck already licensed by another Utah city need not get a Layton license unless the private-property event is open to the general public.
