Pacifica, CA Special Events & Permits: Street Fair Rules (2026)

Sec. 2302(a), in Article 23 of the Zoning Code, covers commercial promotional events: sidewalk sales lasting more than three days, flea markets, rummage sales, festivals, bazaars, or similar temporary activities that run no more than two weeks and whose primary purpose is promoting an existing or proposed business. These events may be established on public or private property within any Commercial District, but only with written approval from the Zoning Administrator. An applicant must file with the Zoning Administrator at least thirty days before the event date.

Paragraph (a)(2) requires the application to include evidence of legal interest in the property or written authorization from whoever holds that interest, a plat map showing every property within 300 feet of the site with a mailing-label list of those property owners, and a detailed description of the proposed activities with maps or plans. Paragraph (a)(3) directs the Zoning Administrator to solicit written comments from the Department of Fire Services, Department of Police Services, and Department of Community Development and Services, plus any other agency the Administrator deems necessary, and those recommendations can become conditions of approval.

Paragraph (a)(4) requires the Zoning Administrator to make written findings that the event will not be detrimental to health, safety, morals, comfort and general welfare before approving it. A sidewalk sale of three days or less falls outside this subsection and is not subject to the same thirty-day written approval requirement.
