Porterville, CA Special Events & Permits: Street Fair Rules (2026)

An applicant files with the Zoning Administrator at least thirty days before the event under Development Ordinance § 605.03(A), and the Administrator issues a written decision within ten days of a complete application under § 605.03(B). Approval requires findings that the event will not unreasonably affect neighboring properties or create a nuisance, will not overload nearby traffic or parking, and will be kept clean and sanitary under § 605.04. Where the event sits inside a developed parking lot, § 301.21(A)(4) requires at least seventy-five percent of the normally required spaces to stay available.

Organizers or event staff may camp onsite in recreational vehicles for up to four days beyond the scheduled run, but only with the Zoning Administrator's explicit approval in the permit application under § 301.21(A)(5). Running the event without a permit, or outside its approved days, hours, or location, is enforceable under Article 613: § 613.04(A) ties any Development Ordinance violation to the Municipal Code's general penalty at § 1-9, a misdemeanor punishable by up to a $1,000 fine and up to six months in jail, or, at the city's discretion, an infraction with an administrative citation under Municipal Code Chapter 2, Article XIV.

Section 613.03 also lets the city treat a noncompliant event as a public nuisance that the City Attorney can sue to abate, and the Zoning Administrator can revoke the underlying permit. These rules apply only inside Porterville's city limits; a festival in unincorporated East Porterville is governed by Tulare County, not this ordinance.
