Chapter 179 requires any transient merchant, meaning anyone conducting temporary retail or service business in the city, to get a license from the Office of Consumer Protection before operating, per § 179-3. The chapter exempts ordinary commercial travelers selling to businesses and farmers selling unprocessed food at a state-approved farmers market under § 179-2. Section 179-4 sets base fees for individual transient retail licenses at $500 for a year, $400 for six months, $200 for a month, or $100 for a week, and $25 a day for transient service businesses.

Added in 1997 by Ordinance No. 97-09, § 179-4A(5) lets a single corporate entity sponsoring a festival or similar short-term gathering of one week or less obtain one blanket permit covering all its vendors on a graduated schedule, rather than requiring every vendor to buy an individual license. Charitable or not-for-profit sponsors pay half of the scheduled fee under § 179-4C and, at the Office of Consumer Protection's discretion, can extend their license to cover subsidiary vendors at the event. Applicants file a sworn application under § 179-5, and the Office of Consumer Protection may direct the Police Department to investigate an applicant's business and moral character under § 179-6 before issuing or denying the license.
