5-505, and Sec. 5-507(a) requires written consent from at least 50 percent of the occupied lots abutting any street to be closed. Sec. 5-513 makes it unlawful to knowingly hold a street festival, or knowingly barricade or obstruct a public street for one, without first securing a permit, and unlawful to fail to comply with a permit condition, including the vendor documentation and noise limits above. Since Article XIII sets no dedicated fine, the Code's general penalty, Sec. 1-9, applies: up to $500.00 per offense, with each day of a violation a separate offense.
