Iowa Firearms Local Preemption Statute

Iowa Code section 724.28 prohibits political subdivisions from enacting any ordinance regulating the ownership, possession, legal transfer, lawful transportation, modification, registration, or licensing of firearms, firearm attachments, or other weapons. The statute includes a private cause of action allowing aggrieved persons to sue local governments and recover damages, court costs, and attorney fees for violations. The 2021 amendments expanded preemption to include knives and projectile weapons. Local rules in conflict with state law are void.

Local ordinances violating preemption are unenforceable and may trigger civil liability against the political subdivision.
