Iowa Sports Wagering Licensing Under Code 99F.7A

Iowa Code section 99F.7A is the licensing gateway for legal sports wagering in the state. The Iowa Racing and Gaming Commission may issue a sports wagering license only to a person already authorized to conduct gambling games at a pari-mutuel racetrack enclosure, or to run an excursion gambling boat or gambling structure. There is no freestanding online-only sportsbook license in Iowa; every mobile app and retail sportsbook operates under one of these casino-tied licenses. Applicants pay an initial license fee of $45,000 and file an application meeting the requirements of section 99F.6. Renewal is annual, at $10,000.

Once licensed, an operator can offer advance deposit sports wagering online or through a mobile app, as separately authorized under section 99F.9. Each licensee is permitted up to two individually branded internet sites for that advance deposit wagering, unless the commission approves one additional agreement or branded site. A licensee cannot sell, assign, or hand off operation of a branded betting site to another company without commission sign-off, though the statute does not block a licensee from contracting with a commission-approved advance deposit sports wagering operator to run the platform.

Licensees also carry ongoing operational duties: they must display the statewide problem-gambling helpline number, run responsible-gaming features on their sites and apps, and post commission-approved wagering rules covering payouts, event-schedule changes, and how outcomes are determined, both in retail sportsbooks and on the licensee's internet site or app. The section was enacted in 2019 (Acts ch. 89, section 37 and ch. 132, section 10) alongside Iowa's broader legalization of sports wagering, and has been amended in 2021, 2022, and 2023 to adjust its licensing and operating-agreement terms.

Section 99F.7A itself sets the conduct that puts a license at risk with the Iowa Racing and Gaming Commission. A licensee that lets a coach, athletic trainer, official, player, or anyone with direct involvement in a sporting event wager on that event is violating the statute's participant-exclusion duty. Transferring or handing off a branded betting site to another company without commission approval, or running more than two branded sites without an added commission approval, breaches the licensing terms and exposes the operator to commission discipline, including license suspension or non-renewal.
