Full Breakdown
KRS 227.702 defines consumer fireworks consistent with federal CPSC standards, and KRS 227.710 prohibits the sale or use of display fireworks except by licensed operators with a permit. These statewide standards apply universally to all fireworks sales and possession in Kentucky. Local governments may impose additional restrictions on the use or discharge of fireworks within their jurisdictions, but the statewide definitions, age limits, and retailer registration requirements cannot be lowered or overridden.
