Under Minn. Stat. § 515B.3-102(a)(1), an association may "adopt, amend and revoke rules and regulations" — but only ones "not inconsistent with" the declaration, bylaws, and articles — covering matters like use of common elements, conduct affecting health and safety, animals, and exterior appearance of units. Section 515B.3-102(a)(11) then lets the association enforce the declaration, bylaws, and rules by levying reasonable fines after notice and an opportunity to be heard, and § 515B.3-116 makes unpaid charges a foreclosable lien. Architectural-review and covenant restrictions in the recorded declaration are enforced under these powers and ordinary servitude/contract principles, so a rule must trace back to authority in the governing documents.
