Minnesota Pool Barrier and Fencing Standards

The Minnesota Residential Code (Minnesota Rules Chapter 1309) sets barrier requirements for outdoor residential pools holding more than 24 inches of water: a barrier at least 48 inches high. Openings must not allow a 4-inch sphere to pass through, gates must be self-closing and self-latching with the latch release at least 54 inches above grade, and any door from a dwelling into the pool area requires an alarm or lockable safety cover. Public pools follow stricter Minnesota Department of Health standards under Minnesota Rules Chapter 4717. Local jurisdictions may require taller barriers but never lower.

Pools without compliant barriers may be ordered drained or fenced. Failure to comply can trigger code citations, daily penalties, and civil liability if injury occurs.
