Missouri Stormwater Discharge Permit Requirements (Clean Water Law)

Under RSMo Chapter 644, no person may operate, use, or maintain a water contaminant or point source subject to the law unless the person holds an operating permit from the Missouri Clean Water Commission. The Department of Natural Resources administers these permits, which implement the federal NPDES program in Missouri. RSMo 644.052 fixes stormwater permit fees: three hundred dollars for discharge of stormwater from a land disturbance (construction) site, and an annual fee of one thousand three hundred fifty dollars for a site-specific industrial stormwater permit with design flow under one million gallons per day, or two thousand three hundred fifty dollars at or above that flow.

Operating a point source or discharging stormwater without the required permit is unlawful under RSMo 644.051, enforceable by the Missouri Clean Water Commission and the Department of Natural Resources.
