Permit fees must be reasonable and tied to actual administrative costs. Inspections must be scheduled promptly. The legislature found that solar permitting delays harm Nevada's clean energy goals under the Renewable Portfolio Standard. Local design requirements that effectively prohibit or unreasonably restrict solar are void under NRS 111.239 (solar easement protections).

Local jurisdictions imposing prohibitive fees, unreasonable delays, or non-safety design restrictions risk legal challenge. Homeowners denied permits may seek mandamus or appeal to state authorities.
