Ohio Residential Code Governs Tiny Home Construction

Ohio's Board of Building Standards declined to adopt IRC Appendix Q, the model tiny house standard, so a tiny home on a permanent foundation must satisfy the full Residential Code of Ohio, including standard ceiling heights, stairways, and emergency egress rather than Appendix Q's relaxed loft and ladder rules. Local building officials may approve alternative designs case by case. Tiny homes on wheels are regulated as recreational vehicles under ORC Chapter 4501 and cannot be permanently occupied as dwellings under state code. Local zoning still controls minimum dwelling size and where tiny homes may be sited.

Occupying a non-compliant tiny home as a permanent dwelling can trigger condemnation under ORC 3781.10.
