South Carolina Pool Fencing Barrier Requirements Statewide

The South Carolina Building Codes Council adopts IRC Appendix V under SC Code 6-9-50, mandating that residential pools and spas deeper than 24 inches be enclosed by a barrier at least 48 inches high. Openings must not allow a 4-inch sphere to pass, gates must be self-closing and self-latching with the latch at least 54 inches above grade, and the latch must open away from the pool. Where a dwelling wall serves as part of the barrier, doors leading to the pool must have alarms or the pool itself must have a power safety cover. Public and semi-public pools follow DHEC Regulation 61-51 with stricter perimeter fencing rules. Local governments may impose stricter setbacks but cannot weaken state code.

Non-compliant barriers can trigger stop-work orders during construction, certificate of occupancy denial, and civil liability if injury occurs. Fines vary locally up to $500 per day.
