A residential pool in York County must sit behind a barrier at least 48 inches high, under the 2021 International Swimming Pool and Spa Code South Carolina enforces. Openings in the barrier cannot pass a 4-inch sphere.
South Carolina's adopted 2021 ISPSC sets the residential pool barrier. Section 305.2.1 requires the top of the barrier to be at least 48 inches above grade, measured on the side facing away from the pool, with no more than a 2-inch gap at the bottom over grass or gravel. Openings must reject a 4-inch sphere, and where vertical members sit less than 45 inches apart, gaps cannot exceed 1.75 inches. During construction, an in-ground pool site must be fenced at least 4 feet high until the permanent barrier is finished. York County verifies the barrier at inspection.
A barrier under 48 inches, gaps that pass a 4-inch sphere, or a missing construction fence during the build are cited defects. The pool fails inspection until the barrier complies.
