Pool fencing in Rock Hill is governed by the 2021 South Carolina Residential Code (IRC Appendix G / Chapter 42) and the International Swimming Pool and Spa Code (ISPSC) ยง 305, both adopted statewide by the SC Building Codes Council under S.C. Code Ann. ยง 6-9-50 effective January 1, 2023. Required: barrier at least 48 inches above grade, openings that won't pass a 4-inch sphere, 2-3/8-inch maximum bottom gap (2 inches over grass, 4 inches over solid surfaces), self-closing, self-latching, outward-opening gate with latch hardware at least 54 inches above grade. Rock Hill's Zoning Code adds setback requirements through Chapter 31.
Rock Hill does not have a separate local pool-fencing standard - the City defers entirely to the SC-adopted residential and pool / spa codes. Under S.C. Code Ann. ยง 6-9-50, the SC Building Codes Council mandates statewide enforcement of the latest adopted IRC and ISPSC editions; the 2021 SC Residential Code and current ISPSC are effective January 1, 2023. The controlling barrier rules (IRC Appendix G ยง AG105 / Chapter 42 ยง R4203 and ISPSC ยง 305) require: barrier top at least 48 inches above grade measured on the side facing away from the pool; the maximum vertical clearance at the bottom of the barrier shall not exceed 2 inches for grade surfaces that are not solid (grass, gravel) or 4 inches over solid surfaces (concrete, decking); openings in the barrier shall not allow passage of a 4-inch sphere; solid barriers without decorative cutouts shall not contain indentations or protrusions usable as a climbing aid; chain-link barriers shall have a maximum mesh size of 1-3/4 inches measured horizontally unless slats are installed; where horizontal members on the pool side are spaced less than 45 inches apart, additional climb-aid restrictions apply (mesh < 1-3/4 in or vertical posts only); pedestrian access gates must open outward away from the pool, be self-closing and self-latching, and the release mechanism must be at least 54 inches above grade (or be located on the pool side and shielded by a 3-inch barrier). Where the dwelling wall serves as one side of the barrier, doors that open directly into the pool enclosure must have an alarm meeting UL 2017 or a self-closing / self-latching device with the release mechanism at least 54 inches above the threshold (ISPSC ยง 305.4). Hot-tub / spa covers, to substitute for a barrier fence under ISPSC ยง 305.5, must meet the ASTM F1346 safety-cover standard. Rock Hill's Zoning Code (Chapter 31) adds setback rules - typically requiring the pool water surface to be a minimum distance from each side or rear lot line - confirm with Planning and Development at (803) 329-5590 for your district.
Non-compliant fencing is enforced both by the Rock Hill Zoning Administrator (Chapter 31) and the Building Code Official under the 2021 SC Residential Code. Stop-work orders, mandatory drain-down until compliance, and after-the-fact permitting are typical. Civil liability under SC common-law attractive-nuisance doctrine applies if a child is injured because of an inadequate barrier. SC courts have routinely held homeowners liable for child drownings where the barrier did not meet adopted-code standards.
