Henderson zoning regulations sharply limit where street vending can occur. The Water Street District, Eastside, Cornerstone, and similar commercial mixed-use zones permit vending under specific conditions. Residential zones (RS, RM, RH) generally prohibit commercial vending except for ice cream trucks in active motion and door-to-door sales with proper solicitors permits. Vending is prohibited within 1,500 feet of any public or private K-12 school during school hours, and within 500 feet of parks without a special event permit. Vendors may not set up within 10 feet of fire hydrants, 25 feet of intersections, or 15 feet of driveways. City parks require a Parks and Recreation concession permit. HOA master-planned communities such as Green Valley and Anthem often contractually ban all vending on private streets and common areas. Solicitors must also register under HMC Chapter 4 and carry their permit when selling door-to-door.
