Lynwood's swimming pool fence rule (LMC 11-12.5) applies to any pool over three feet deep, above or below ground. An above-ground pool over that depth must be enclosed by a six-foot fence with self-latching gates, and any permanent electrical connection for a pump or heater needs a permit.
LMC 11-12.5(e) defines a swimming pool as any structure for swimming or wading holding water more than three feet deep at any point, expressly whether above or below ground. An above-ground pool exceeding that depth is subject to the same enclosure rules as an in-ground pool: a fence or wall at least six feet high with openings no wider than five inches, and self-closing, self-latching gates per LMC 11-12.5(a)-(b). Electrical work for a pump or heater requires an electrical permit, and once over three feet the state Swimming Pool Safety Act barrier and feature rules also apply. Electrical standards come from the California Electrical Code.
Installing an above-ground pool over three feet deep without the required enclosure, or wiring a pump without an electrical permit, is a code violation subject to abatement. A pool lacking a compliant six-foot fence and self-latching gates violates LMC 11-12.5.
