Beyond Lynwood's fence rule, pool safety follows California's Swimming Pool Safety Act (Health & Safety Code 115920 to 115929), enforced through the city's Building & Safety Division. New or remodeled pools at single-family homes must include at least two of seven drowning-prevention features, and drains must be anti-entrapment.
Lynwood enforces the local fence requirement in LMC 11-12.5 alongside the statewide Swimming Pool Safety Act. When a permit is issued to build a new pool or spa, or remodel an existing one, at a private single-family home, Health & Safety Code section 115922 requires at least two of seven features: an isolation enclosure meeting section 115923; ASTM F2286 removable mesh fencing with a self-closing, self-latching gate; an ASTM F1346 safety cover; exit alarms on doors giving pool access; self-closing, self-latching devices on those doors; a pool entry alarm; or equivalent protection. The Building & Safety Division inspects these before final approval. Section 115928 requires anti-entrapment suction outlets. Lynwood also requires its own six-foot pool fence under LMC 11-12.5.
Missing or non-compliant safety features prevent final permit sign-off, so the pool cannot be legally used. A non-compliant drain or absent barrier features can trigger abatement and civil liability. The Building & Safety Division inspects.
